(A) RECRUITMENT WING

When does FPSC advertise jobs?
Answer:
FPSC advertises jobs on the first Sunday of each month.

Question No. 2
How much time is fixed for receipt of application?
Answer:
As per decision of the Commission 15 days time is given to the candidates to apply against any post advertised by the Commission, for which they qualify.

Question No. 3
What are fee details for recruitment posts?
Answer:
Application fee is Rs.300/- for BS-16 and 17, Rs.750/- for BS-18,Rs.1200/- for BS-19 and Rs.1500/- for BS-20 and above posts.

What is/are the procedure/instructions for submission of online applications?
Answer:
For online submission of application, comprehensive procedure is available on FPSC websitewww.fpsc.gov.pk(at link: APPLYING ON-LINE). In case of any difficulty in online accessibility, candidates may contact FPSC Help Line on Phone No. 051-111-000-248 or by e-mail on fpsc@fpsc.gov.pk.

Can any correction be made after submission of online application?
Answer:
No change in the data can be made online by the applicant themselves after they submit application online, as already mentioned in guidelines for applying online. The candidate may send his request duly signed alongwith a copy of his CNIC addressed to the Secretary, FPSC for any correction, after applying online.

How can confirmation of submission of online application be made?
Answer:
The confirmation of submission of online is instantly given online to candidate with a specific application number, after completion on online application process.

Question No. 7
Whether documents or hard copy of application are required to be submitted after applying on line?
Answer:
No hardcopy of online application is required from the applicants. The candidates are required to submit requisite documents only in response to FPSC notice.

Can dual nationality holders apply against posts advertised by the Commission?
Answer:
Dual nationality holders can apply against the posts advertised by the Commission, however, they will have to surrender their foreign nationality and inform the Govt. before joining Government Service.

Answer:

What is the usual time period for conduct of Recruitment tests after closing date?
Answer:
The tentative schedule of forthcoming tests is as under:
Advt. No. 4,5 & 6 of 2013 = 28th July 2013 onwards.
Advt. 7 & 8 of 2013 = 29th September, 2013 onwards.
Advt. 9, 10 & 11 of 2013 = 29th December, 2013 onwards.
Advt.12of 2013, 01 & 02 of 2014 = 16th March, 2014 onwards.
Advt. 03, 04 & 05 of 2014 = 15th June, 2014 onwards.
Advt. 06, 07 & 08 of 2014 = 14th September, 2014 onwards.
Advt.09, 10 & 11 of 2014 = 14th December, 2014 onwards.

How can Syllabus for written tests be obtained?
Answer:

Question No. 12
How and when can an admission certificate for Tests/Exams be obtained?
Answer:
The clear link for printing of admission certificate is provided on our website upon scheduling of the exam. The candidate can get their admission certificate printed by simply providing their CNIC No and selecting the post applied for from the relevant box available on the screen. It is however to be noted that immediately after completion of the General Recruitment Phase, the provision of generation/ printing of admission certificate is revoked.

Which things must be brought to appear in written exams/tests?
Answer:
It is mandatory for the candidates to produce original CNIC, original Treasury Receipt of fee payment for the post applied for,and downloaded copy of Admission Certificate, to the Supervisory Staff of the FPSC at the time of Screening/ Written Test. Candidates, having any of these documents deficient, are not permitted to appear in the test in any case. Candidates are also required to bring blue/black maker to be used in the written test/ examination. .

Which things are prohibited in the Examination Hall?
Answer:
Bringing of Mobile Telephones/Likewise devices, books, purses, Arms Ammunitions, Explosive Material etc. in the Examination Hall, is strictly prohibited. FPSC is not responsible for their Security or Loss.

Question No. 15
How much time is taken for announcement of results and finalization of pre-selection?
Answer:
It varies from case to case. However, in small cases it takes about 15 days to finalize pre-selection after receipt of Screening Test results.

What is the usual time required for interview after pre-selection?
Answer:
In cases wherein there is no rejected candidate, interviews are scheduled approximately within 20 to 30 days but if there are rejected candidates, it normally takes 45 to 60 days.

What is criterion for re-checking/re-counting of paper of Recruitment Test?
Answer:
No request for re-checking/re-counting of marks is entertain-able in General Recruitment.

What do the standard abbreviations used by FPSC like DPC, SDC etc. stand for?
Answer:
DPC stands for Departmental Permission Certificate and SDC stands for Self Domicile Certificate.

How can confirmation of receipt of appeal or documents submitted by the candidates be obtained?
Answer:

Question No. 20
What are the usual grounds of rejection of an application for recruitment cases?
Answer:
An applicant is liable for rejection on any of the following grounds:-

  • Application not received through onlineon or before the closing date.
  • Fee not paid on or before the closing date.
  • Non-submission of original Treasury Receipt of application fee deposited on or before the closing date at the time of written test / alongwith requisite documents (for non-test cases)
  • Under age/Overage.
  • No proof of age.
  • Non possession of required/advertised domicile.
  • No proof of Educational Qualification.
  • Lack of Educational criteria on the closing date as the result was not declared/announced upto the closing date.
  • Educational Qualification is not relevant.
  • Post qualification experience is short.
  • No proof of experience.
  • Non possession of required/advertised experience.
  • Relevant/countable experience is short.
  • Departmental Permission Certificate has been refused.
  • Some relevant column of the online Application left blank.
    Non submission of attested copies of requisite documents within stipulated time of FPSC's 15 days Notice as proof of the Prescribed Qualification/ Experience/ Domicile etc.

Question No. 21
Does FPSC accept equivalence of educational certificates/degrees issued by the HEC?
Answer:
Generally the FPSC accepts equivalence of educational qualification issued by the HEC/PEC/PMDC. However, the decision as to which foreign or Pakistani qualification is equivalent to corresponding Pakistani degree rests solely with the Commission.

Question No. 22
What is meant by post-qualification experience?
Answer:
'Post-qualification' means the experience gained in a regular full time paid job including experience of daily wages/contingent services and that of the on job training subject to its relevancy acquired after attaining the requisite/minium advertised qualifications. Period reckonable as post qualification experience is from date of commencement of experience which essentially must be after date of attaining the qualification(counted after the result of requisite qualification is officially announced by the Controller of Exam of a Board/University concerned)till the closing date.The experience as part time,honorary/self-employed and apprentice/internee will not be considered/counted as experience.

How is the experience reckoned/ counted?
Answer:
The experience is reckoned/ counted which is gained in a regular full time paid job including experience of daily wages/contingent services and that of the on job training subject to its relevancy acquired after "attaining the requisite/minimum advertised qualification". However, the experience as part time, honorary/ self-employed and apprentice/ internee is not considered/ counted as experience.

Question No. 24
What are the rules/criteria for age relaxation in general recruitment cases?
Answer:
Maximum age limit as prescribed under the Recruitment Rules is relax-able in pursuance of Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules, 1993 (as amended from time to time) as follows:-
(1)(a) By three years in case of candidates belonging to the Scheduled Castes, Buddhist Community, Recognized Tribes of the Tribal Areas, Azad Kashmir and the GilgitBaltistan (only those candidates who are permanent residents of these areas will be eligible for the concession and in each case, a certificate from the Political Agent or as the case may be, the District Coordination Officer of the area, will be required to be produced).
(b) By ten years upto the maximum age of 55 years for in-service Government servants including contract Employees who have completed 2 years continuous Government service on the closing date for receipt of applications (employees of the Nationalized Banks, State Bank of Pakistan, WAPDA, other Semi-Government and Autonomous Bodies are not eligible for this concession).
(c) By fifteen years or the number of years actually served in the Armed Forces of Pakistan, whichever is less, in the case of retired/ released officers/personnel of the Armed Forces of Pakistan.
(d) By five years in case of widow, son or daughter of a deceased civil servant who dies during service.
Note: Where a candidate is eligible for age relaxation under more than one category specified above, he/she shall be allowed relaxation in one category only. In such cases, applications must be accompanied by adequate proof of age relaxation being claimed.
(2)5 years general age relaxation over and above any one of the above age relaxations.

How eligibility of a candidate is determined in terms of age, qualification, experience etc?
Answer:
Eligibility of the candidate is determined in the light of prescribed conditions and is reckoned upto the closing date.

Question No. 26
What is procedure for submission of appeal against rejection by the Commission in recruitment cases?
Answer:
A candidate aggrieved by any decision of the FPSC can, within thirty days of communication of decision, make a representation to the Commission and the Commission shall decide the representation after giving the candidate a reasonable opportunity of personal hearing.

Question No. 27
Is there any fee for appeal, if so how much?
Answer:
Yes, representation and review petitions are entertainable only if accompanied with original Treasury Receipt of Rs.100/- in each case.

Question No. 28
Can the age be relaxed over and above the age relaxations admissible under the rules and by whom?
Answer:
Yes, the President or Prime Minister can, on extreme compassionate grounds, grant age relaxation to an individual candidate for a period not exceeding three years over and above the relaxation in upper age limit already admissible.

Whether a candidate is eligible for a post when his result is awaited for the relevant degree etc.?
Answer:
The candidates must have been acquired the prescribed educational qualifications on or before the closing date for submission of applications. Applications of candidates, whose result is not officially announced by the Controller of Examination of a Board/University on or before the closing date, are not considered.

Question No. 30
Whether the application can be submitted when the notification of result has been issued by the Controller of Examinations but result intimation is not received?
Answer:
Those candidates whose results have been officially announced by the Controllers of Examination of a Board/ University on or before the closing date can submit their applications. However, submission of valid proof thereof alongwith the requisite documents is their responsibility in response to FPSC notice.

How long reserve/waiting list is maintained in Recruitment Cases?
Answer:
Reserve/Waiting list is maintained for a period of one year from the date of issuance of principal nomination(s) in recruitment cases.

(B) COMPETITIVE EXAMINATION (CSS) WING

Is criterion of CSS Exam being changed?
Answer:
Criteria will not be changed for CE-2014.

Answer:

What is percentage of Regional/Provincial quota for seats/posts filled up by CSS Exam?
Answer:
Detail of regional quota is as under:
Merit=7.5%, Punjab=50%, Sindh=19% (Sindh(U)-7.6%, Sindh(R)-11.4%), Khyber Pukhtoonkhwa=11.5%, Balochistan=6%, GB/FATA=4%, AJK=2%.
Note:

  • 10% quota is reserved for women from the share of Provinces/Regions except Merit quota . Un-filled vacancies will be carried forward.
  • 5% quota is reserved for Minorities (Non-Muslims) from the share of Provinces/Regions except Merit Quota. Unfilled vacancies will be carried forward.
No separate quota fixed for disabled candidates. Disabled candidates will compete in accordance with the Government recruitment policy.

Question No. 38
How much time is required for final allocation of CSS qualified candidates?
Answer:
After announcement of final result of CSS and receipt of quota wise seats from Establishment Division FPSC issue a Public Notice on website and leading news papers and made allocations in due course of time.

What is the time taken for issuance/uploading of DMCs on FPSC website?
Answer:
Almost one week after announcement of result.

Question No. 40
What is the quota-wise number of posts announced for CSS Exam-2012?
Answer:
Total number of seats for CE-2012 = 198

Question No. 41
What is the required qualification for CSS Exam?
Answer:
(i) Second Division or Grade "C" Bachelor's degree in any faculty of one of the Pakistani Universities or an equivalent degree or comparable educational qualifications of a foreign University recognized by Higher Education Commission, Islamabad.
Note:
(i) A candidate who has obtained a Third Division (or `D' grade) in his/her Bachelor's Degree will be eligible for the Examination in cases where he/she has obtained a higher Division in Master's Degree.
(ii) The decision as to which foreign degrees or comparable educational qualifications are equivalent to corresponding Pakistani degree rests solely with the Commission.

Question No. 42
What is the age limit for CSS Exam?
Answer:
As per rules of CE-2013 age limit for CSS Examination was 21 to 28 years. Upper age limit for CE-2014 will be same as 28 years and cut off date for age calculation will be 31.12.2013. However Commission proposed that lower age limit may be eliminated from rule, but its not yet approved by the Establishment Division.

Question No. 43
What are the rules/criteria for age relaxation in CSS Exam?
Answer:
The upper age limit will be relaxed by two years up to the age of 30 years in respect of :
(a) the candidates belonging to the Scheduled Caste and Buddhist Community subject to production of a certificate (Annex-A of Application Form) to be issued by Political Agent/DCO/ District Magistrate in support of their claim.
(b) The candidates belonging to the recognized Tribes who are permanent residents of the areas mentioned-below and whose families have been living in these areas. Such candidates must attach a certificate (Annex-B of Application Form) to be issued by Political Agent/ DCO/District Magistrate in support of their claim :
1. Balochistan.
2. Tribal Areas of D.I.Khan and Peshawar Divisions (including former Frontier States of Dir, Swat, Chitral and Amb).
3. Former excluded (Baluch) area forming part of the Dera Ghazi Khan and Rajanpur Districts.
4. Former Tribal Areas of Mardan and Hazara Divisions.
5. Upper Tanawal Area of Hazara Division.
(c) The candidates who are permanent residents of Azad Kashmir Territory, subject to submission of a certificate (Annex-C of Application Form) to be issued by Kashmir Affairs Division, Government of Pakistan, Islamabad..
(d) The candidates who are permanent residents of Gilgit - Baltistan including Gilgit, Diamir, Baltistan, Ghizar and Ghanche, subject to submission of a certificate (Annex-B of Application Form) to be issued by the Political Agent/DCO/ District Magistrate.
(e) The candidates who are disabled namely, physically impaired, hearing/speech impaired (deaf & dumb) and visually impaired (blind), subject to submission of certificate of disability issued by the competent authority designated for the purpose by the Federal/Provincial Government.
(f) In Service Government Servants, Armed Forces Personnel, Contract employees, including the Government servants of AJ&K, who possess a minimum of two years continuous Government service as on 31st December, 2013, subject to submission of Departmental Permission Certificate (Annex-E) from the competent authority. Employees of Nationalised Banks, State Bank of Pakistan, WAPDA, Regulatory Authorities, Autonomous bodies and other semi autonomous bodies are not entitled to age relaxation.

What is the cut off date to determine eligibility of candidates for CSS Exam?
Answer:
It will be 31.12.2013 for CE-2014.

What are the grounds of rejection of applications of CSS candidates?
Answer:
Following are some basic reasons of rejections

  • Underaged/Overaged.
  • TR not paid.
  • Application received late after closing date.
  • Applied on wrong application form.
  • Educationally unqualified.
  • Application unsigned.
  • Already availed 3 attempts.

Question No. 46
What is the procedure for Re-counting of answer book/script?
Answer:
Answer Books in all subjects of examination are confidential documents and cannot, therefore, be permitted to be seen by candidates or their representatives nor re-examination of answer books/scripts is allowed under any circumstances. A candidate desirous of getting his/her marks, awarded by the examiners, re-counted may submit his/her request for the purpose, within one month from the date of issue of result card/marks sheet alongwith a Treasury Challan of Rs. 200/- per paper as fee for re-counting of marks only. Thereafter, no such request will be entertained.

Question No. 47
What is fee for re-counting of answer books?
Fee for re-counting of marks is Rs. 500/- per paper. (It will be for CSS-2014.)

Question No. 48
What is procedure for submission of appeal against rejection by the Commission in CSS Exam?
Answer:
a) A candidate aggrieved by any decision of the Federal Public Service Commission may, within thirty days of communication of decision, make a representation to the Commission and the Commission shall decide the representation within fifteen days after giving the candidate a reasonable opportunity of hearing.
(b) A candidate aggrieved by the decision of the Commission made under paragraph (a) may, within fifteen days of communication of decision, submit a review petition to the Commission and the Commission shall decide the review petition within thirty days under intimation to the petitioner. The decision of the Commission on review petition shall be final.
(c) Save as provided in "FPSC ORDINANCE, 1977", no order made or proceeding taken under "FPSC ORDINANCE, 1977", or rules made hereunder, by the Commission shall be called in question in any court and no injunction shall be granted by any court in respect of any decision made or taken in pursuance of any power conferred by, or under, "FPSC ORDINANCE, 1977".
(d) Any candidate aggrieved by a decision of the Commission under paragraph (b) may, within thirty days of the decision, prefer an appeal to the High Court.
(e) Each representation and review petition will be entertained only if accompanied with Treasury Receipt of Rs.250/- in each case.

Is there any fee fixed for appeal, if so how much?
Answer:
Rs.500/= with effect from CSS-2014. However, fee for representation / review petition for CSS 2013 is Rs.250/-

Question No. 50
What are the standard / qualifying marks fixed for CSS Exam?
Answer:
600 marks out of 1200 marks in the written examination and 101 marks in viva voce out of 300 marks.

(C) PROFESSIONAL & PROMOTIONAL EXAMINATION(PPE)WING

Answer:
FPOE of all Occupational Groups for the calendar year 2013 have been conducted .

As and when result is received from secrecy Directorate.

What is an eligibility criterion for Section Officer Promotional Exam?
Answer:
Eligibility criteria for SOPE-2012 is as under:-
All civil servants appointed on regular basis in BS-11 to BS-16 who have put in minimum 8 years of service and they are serving till closing date in President's Secretariat ,PrimeMinister's Secretariat Federal Secretariat(Ministry/Division),Attached Department, WafaqiMohtasib's Secretariat ,Federal Service Tribunal, Federal public Service Commission, Intelligence Bureau and also the Civilian Employees of Pakistan Armed Forces Headquarters and their lower formations. (The eligibility criterion is changed from time to time by the competent Authority.

Is there any educational qualification, age limit and number of attempts laid down for SOPE.
Answer:
As per present Rules there is no limit of educational qualification ,age limit and number of attempts laid down for SOPE, however ,any change can be made by the competent Authority.

What is the cut off date to determine eligibility of candidates for SOP Exam?
Answer:
As laid down in the rules/Advertisement

Is the DMCs of failure of SOPE-2012 uploaded on FPSC website?
Answer:
DMCs of failed Candidate are uploaded on website of FPSC /issued and subsequently finally qualified/failed Candidates DMC are also issued /uploaded.

Whether Reserve List is maintained for alternate nomination in SOPE?
Answer:
As per FPOE Rules.

(D) PSYCHOLOGICAL WING

Can one appear in the Viva Voce if one could not appear in the Psychological Tests?
Answer:
No

Question No. 59
What is the purpose of Psychological Assessment?
Answer:
The purpose of Psychological Assessment is to estimate abilities and personality characteristics of the candidates with special regard to their aptitude for the civil services i.e. whether they possess the potential and qualities that are required as a member of the Civil Services of Pakistan.

How long does the Psychological Assessment last?
Answer:
The complete process involves different exercises spread over two working days.

Question No. 61
What should be the dress at the time of Psychological Assessment?
Answer:
To conform to the formality of the occasion, the candidates should dress properly, appropriate to the weather, buttons done up, etc. and those who do not keep a beard must be freshly shaved. Informal dress such as T-shirts, Jeans/Denims, etc. is not desirable for the occasion.

What sort of preparation is required for Psychological Assessment?
Answer:
No preparation is required for Psychological Tests. Just be yourself, respond to the questions freely. Express true feelings, opinions, and judgments etc. as per reality on ground.
